Hello everyone.
 
There have been a number of complains about people spending their time
spam training skills instead of doing something more useful, so I added
some little checks to training code. 
 
 - You no longer can train skill on your own if you haven't learned it
   in guild to maximum possible value.(this does not appy to usual
   become better stuff)
 - You will no longer be able to train maxed skills (saves your time)
 - In general you get to practice to higher percent in guilds.
