Hello everyone.
 
To stop confusion and pointless whines, shown skill percent is
capped to 100%. As a result whenever your shown skill percent
reaches 100% you stop progressing in that skill. But whenever
it goes down (due to your practicing or decay) you will be
able to train it again up to 100%.
